    Abstract : The objectives of this thesis are, by using an abductive methodology and from international regime and agenda-setting theoretical perspectives, to first define the European Union's Northern Dimension (ND) initiative as an international regime, secondly, to categorize the various formation stages of the policy regime and to identify future challenges. The thesis concludes with the following policy implications for the formulation of the future ND policy: 1) All nation states covered by the ND policy should be included as equal parties in formulating and implementing the policy; 2) the organizational structure of the initiative, hereunder the linkages between institutional levels has to be made clearer; 3) some of the positive experiences from the organizational structure of the Northern Dimension Environmental Partnership and the Northern Dimension Partnership for Health and Social well-being could be utilized.
