Abstract: With promulgation of a new constitution of Kenya in 2010, Kenya changed to a devolved system of governance after the general elections of 2013. Public Participation in Development was one aspect of democracy that Kenyans looked forward to in the new system of governance. This system was welcomed with optimism that distribution of resources equally among the 47 countries would do away with marginalization of some regions by the national government I set out to find out from one of the most marginalized counties in Kenya, Elgeyo Marakwet, on how public participation in development is planned and implemented.
