Abstract: This is a social science paper written at bachelor level in rural development. The thesis aims to provide a greater understanding of how the process of creating a comprehensive plan is structured and formulated. The comprehensive plan applies to the municipality of Uppsala year 2010-2014. It also aims to see how the public views are incorporated in the plan. Thus the balance between the expert community and civil society, i.e. the bureaucratic and democratic fields, are analysed. I want to examine the balance between system and life-world and I therefore need to find out what a democratic process means, both in theory and practice. I then want to see how the process is established. By looking at these fields and the dialogue between them, I examine how democracy is entering the fields. I have chosen the district named Gunsta in the municipality of Uppsala as an example of how bureaucratic and democratic fields work. This qualitative study was based on document reading and analysis, but also on semi-structured interviews. The interviewees are selected specifically for their work on the comprehensive plan, for their proficiency on the bureaucracy and the system in the preparation of the layout plan, or for any form of cooperation with the municipality of Uppsala in connection to the comprehensive plan. The interviewees consist of an official, a politician and two landowners (a couple) who have had a collaboration with the municipality of Uppsala concerning a sale of their land.
