LSS and the CCA. Comparing two service legislations towards citizens with developmental disabilties.

Abstract: The purpose of this study was to compare an existing Swedish service legislation, LSS, with an American equivalent proposition, the CCA. Both legislations are aimed towards empowering citizens with developmental disabilities and to provide them with options in order to become more independent. The comparison was made in order to contrast the values and functions of both legislations in the contexts that they are in. During the research, I had contact with representatives from both Helsingborg, Sweden as well as Michigan, USA, and have structured the study for it to be accessible for both parts. What I found in the research was that the American organizations have a more pronounced set of value codes compared to the Swedish organizations, but that they need to have a solution for how to make the CCA as accessible as possible. I also learned that the circumstances for a legislation such as the CCA appear to move towards its favor, financially and politically, though there are difficulties with its approval due to the private interests in the remaining institutions and group homes.
