   Abstract : Why Serbia’s path towards EU membership has been so contentious and fraught with difficulty? Why did Europeanization happen more ‘smoothly’ in some countries, while it stalls or fails in others? This study shows Serbia’s reluctance to Europeanize by exploring how the Serbian ruling elite received the EU’s norms of peace, media freedom and rights of migrants and refugees.
