International Contribution to Rebuilding Cities : A Content Analysis of the United Nations Initial Post-Conflict Reconstruction Framework for the City of Mosul

Abstract: This study aims to analyze the design of the United Nations post-conflict reconstruction plans and their role as an international actor. To answer this, a qualitative content analysis was conducted on the written content of the “Initial Planning Framework for the Reconstruction of Mosul”. An investigation on the framework has been conducted to analyze how the proposed actions can be understood and whether they align with previous research in the field. The result showed that the framework fit well to all factors, other than to dialogue with the local population. This shows of a partial understanding of successful reconstruction. The design was also dominated by overall values of the United Nations as their role as a key international political actor. However, there were tendencies for more in-depth actions for one neighborhood of cultural value which suggests that the responsible United Nation-bodies for designing the reconstruction framework also play a part in how it is constructed.
