Abstract: This thesis bases on eight interviews with CountyAdministrative Boards’ officers who take charge of the nature reserveissues. The officers perceive landowners as ordinary people. The mostimportant factors which influence their communication are honest,empathy, pre-understanding, misunderstanding and so on. All the factorsare related to trust. Learning is the way of improving communication. Theofficers need education and practice. More skills should be learned suchas rhetoric and more time should be paid for communication of bothexchanging experience with their colleagues and face to face meetingwith landowners.
