Abstract: International development has become increasingly important to international organizations. The United Nations and the World Bank are two international organizations that operate in this issue area. This work asks: How can we conceptualize the United Nations and World Bank’s ideological discourse on development concerning the Millennium Development Goals? The use of quantitative content analysis on annual reports of the World Bank (World Development Reports) and the United Nations (Human Development Reports), to the time frame 1990 to 2020, proved to be useful to find there exist several relevant correlations between the United Nations and the World Bank’s ideological discourse on development within the Millennium Development Goals in the time period from 1990 to 2020. Even though the Millennium Development Goals are a project initiated by the United Nations, the World Bank reacted to it substantially.
