Abstract: The Swedish parliament has established a target to purchase 25% ecological food in municipal operations. However, how close the municipalities are in achieving this goal varies significantly across the country. This thesis is based on a most-similar case study where two municipals are being observed. These being Eslöv who has achieved the goal over expectations, and Ystad who has failed in achieving this goal. The aim of this study is to define which factors that inhabit or promote an implementation process. To explain which variables that affect the outcome Lennart Lundquists theory of three criteria for explaining implementation problems experienced from the appliers standpoint has been used. These three criteria being the appliers’ ability; to understand, can and will. The material for the analysis mainly consists of interviews with chiefs who apply this goal in their municipals as well as documentation concerning this target. The conclusion shows that in this case the factor that promotes the implementation process the most is the appliers’ ability to “can” in terms of financial recourses. The factor that inhabits the process the most in this case is the appliers’ ability to “will”. This study shows that the appliers in Ystad lack commitment to fully pursue the goal.
