Sustainable Tourism in Sintra, Portugal: Comprehensions and practices of sustainability within the Portuguese tourism industry: a case study of the accommodation sector

Abstract: This case study takes a closer look at how people working in the tourism sector are working in the framework of sustainable tourism. More precisely the focus is put on Sintra, a municipally belonging to the Greater Lisbon region in Portugal, and the accommodation sector there. The study focuses on the alignment of businesses in the accommodation sector, with the national Tourism Strategy 2027 (TS 2027) which is Portugal’s main policy that is to act as a guideline for a 10-year timeframe in the process of making Portugal one of the most sustainable tourism destinations in the world. However, it reveals that respondents have limited knowledge of the strategy, indicating a lack of information and guidance from the government. The research highlights the complexity of achieving sustainability in tourism, with a lack of clarity and consensus on its definition and practical implementation. Despite some alignment between TS 2027 and the respondents’ approach, distinctions exist, emphasizing the need for better education and knowledge in the field. Collaboration among stakeholders, including residents, tourists, and professionals, is viewed as crucial for comprehensive tourism development. The shared responsibility of all actors involved in achieving sustainable tourism and the need for support and guidance from the government is stressed by the study participants. Financial challenges and the delicate balance between sustainability and decision-making and its effects on guest satisfaction, are identified as significant obstacles.
