Developing an energy action plan for local authorities of Oise in France

Abstract: In the context of climate action, local authorities need to develop energy action plans to perform efficient energy transitions. This study aims at proposing a methodology to build such an action plan, based on the case study of 11 territories in the North of France and using the modeling tool PROSPER. This methodology is based on three stages: a diagnosis of the current situation, a prospective analysis of the potential and a consultation with stakeholders to identify the strategy and ideas of actions. Stage 1 is a direct application of PROSPER to identify the key energy issues of the territories: the fossil fuel dependence and the impact on households appear clearly. In stage 2, a business-as-usual and a maximum potential scenarios are created to assess a worst and a best case for the trajectory of the energy consumption of the territories, and its impact on the energy bill. In stage 3, two workshops are organized and facilitation tools are proposed. The first workshop helps the elected representatives to define their strategy, based on the selection of levels of ambition. The second one aims at identifying actions with local stakeholders to build the action plan, based on example sheets.
