Abstract: The purpose of this study is to examine the relation between culture and association activities on the one hand and the public life of the city on the other. I will explore how this relation is manifested in the planning of two districts in Malmö: Norra Sorgenfri and Sofielunds verksamhetsområde. To be able to do this I have conducted interviews with planners working within the two districts and I have analysed planning documents. To explain and analyse the outcomes of the study I have used assemblage theory which is a theory that explains how an object of study can be understood as a composition, i. e. an assembly, of different human and nonhuman actors. The districts are being analyzed as assemblages. The result is an analysis of the procedure of the planning, its spatial expressions and the different kinds of conflicts that have emerged. Based on that analysis I have accounted for the actors taking part in the two areas. In the conclusion I discuss the difference in the outcome in the two districts, regarding planning for culture, association activities and public life.
